Migration registration slip

1. On the same or the next day after your arrival in Russia, approach your dorm's passport officer with your passport and migration card (a small white paper you receive at the airport's passport control upon arrival).
2. The passport officer will make photocopies of your documents and tell you the date when your migration registration slip should be ready.
3. Collect your migration registration slip from the dorm's passport office and carry it with you at all time.

HSE University Pass card

The HSE University pass card allows entry into all HSE University buildings, including dorms.
You can obtain your pass card at the Access Control Office after receiving a certificate of enrollment from SIMO.

If you lose your pass and need immediate access to an HSE building, please contact SIMO either at international.study@hse.ru or by phone +7 495 772-95-90* 27806 to order a single-entry pass.  You will need to show your passport at the security post.  

Russian SIM-card and bank card

To obtain a Russian bank card, you will need a Russian phone number. So you should start with obtaining a Russian SIM-card.

1. Wait until your migration registration slip is ready.

2. Obtain a notarised translation of your passport into Russian. You can arrange it at a tranlsation agency near your dorm.

3. Purchase a SIM-card at an official store of a mobile operator: МТС/MTS, Beeline/Билайн, Мегафон/Megafon or Tele2.

4. Go to a Social Fund office. Obtain a SNILS number and create an account on the Russian state services website Gosuslugi. 

5. Visit a bank office (for example, Сбер/Sber, ВТБ/VTB, Альфа-Банк/Alfa-Bank) and submit your biometric data (=have your photo taken) and apply for a bank card (optional).

6. Go to your mobile operator's store. Provide your passport, SNILS and IMEI (number of your device). Your SIM-card will be registered and become active.

Obligatory procedures for foreign citizens

The obligatory procedures for foreign citizens include: a medical examination at a specialised clinic and fingerprint submission in a migation office. You must complete these procedures within a month after your arrival in Russia.
